How we built this Monster Hunter Outlanders tier list
The Monster Hunter Outlanders tier list ranks combine the launch-day rankings of two Japanese guides that play on the live Japan server, then adjust for how easy each Adventurer is to get. Where the two guides disagree by more than one rank (Keres and Ryunosuke), we place the Adventurer between them and say so on their page. We weigh three things: damage in a normal hunt, what the Adventurer gives the rest of the squad, and how forgiving they are to play on a phone.
S tier in Monster Hunter Outlanders: Luka, Midori, Haze and Pepper
Luka is the only Adventurer both guides put at the very top. Every arrow pierces, which makes her excellent at breaking parts, and she is a free event reward. Midori is the launch limited Adventurer: a fire Long Sword whose skills hit much harder on perfect-timed inputs. Haze is a thunder Dual Blades support who raises the whole squad’s critical damage; she is exchanged in the Adventurer's Guild shop, not pulled. Pepper fires a Heavy Bowgun from the air and breaks parts quickly while airborne.
A tier: the Monster Hunter Outlanders element specialists
On the Monster Hunter Outlanders tier list, Keres, Madelyn, Rhodes, Pyro, Luxheart and Ryunosuke are all good, and most are free. Rhodes is the only launch ice SSR, which makes him the answer to Diablos and Odogaron. Madelyn is the free healer most squads keep. Pyro and Luxheart give you two free Great Swords.
B tier: early helpers
Arkaya shields the squad but deals little damage. Raya (your guaranteed first pull) and Ouyang Varen (free in Chapter 2) carry you through the early story and are worth replacing once you have a stronger Adventurer of the same element. They sit at the bottom of the tier list only because better options of the same element exist.
Where the Fated Adventurer fits on the tier list
Your own character in Monster Hunter Outlanders can use all 8 weapons and every element. One guide ranks the Fated Adventurer with a Heavy Bowgun as the strongest unit in the game for stagger and burst damage, so do not ignore your main character when building a squad.

Who is the best Adventurer in Monster Hunter Outlanders?
Luka is the safest answer: both Japanese guides rank her at the top, and she is free from a launch event. Midori, Haze and Pepper share S tier with her.
Is Midori worth pulling in Monster Hunter Outlanders?
If you like the Long Sword, yes: she is S tier and limited, so she will not come back on the standard banner. She is not required to clear any content.
Which Monster Hunter Outlanders Adventurers are free?
Raya, Madelyn, Ouyang Varen, Pyro, Luka, Ryunosuke and Luxheart come from the story, events and Adventure Rank rewards; Haze comes from the Guild shop.
